It will seem absurd, but it is the truth: iPad users can not restore from iCloud backup created by an iPhone with iOS 12.1.2 . This is because this version of the operating system was released by Apple only for its smartphones with the purpose of circumventing some Qualcomm patents .

The fact that an iCloud backup was created on an iPhone with iOS 12.1.2 makes it impossible to restore to an iPad. The operating system for tablets is in fact stuck to the previous version, and this is clearly an obstacle.

The problem is also explained in the Apple support document :

If you’re recovering from an iTunes backup that requires a later version of iOS, you may see an error message that warns you that you can not restore because the software is out of date. Follow these steps to update your device and restore from backup.

The Setup Assistant on the iPad, of course, can not download iOS 12.1.2 because this is a version so far available only for iPhone . This is therefore the reason why some users are experiencing the annoying inconvenience.

A solution could be to install an  iOS 12.1.3 beta on the iPad , but not all users want to install an almost certainly unstable version of the operating system. We therefore hope that Apple will solve the problem as soon as possible.
